Books give parallel translation of Biot Savart's law as:

B=ü0/4(pie) q vXr/r3---------------(1)

Then with reference to our discussion on electricity by Vikas Agrawal dated 6 November 2006,

E=0 around conductor carrying current as there is no net charge inside a conductor.Similarly because of eq(1),B should be zero around conductor which is not really the case.Was our discussion wrong there or I am wrong here?

i think you are wrong. here the charge is flowing yet there is no net charge. and this charge flow causes magnetic field...

I am sorry,

B should be 2 times that given by my previous equation : one due to +ve charge flowing in one direction and other due to negative charge flowing in opposite direction.Please clarify.

consider any small element of the wire. net charge at any time in that crosssection is zero, therefore there is no B. as for -ve and +ve charge, +ve charge does not flow.
